ON LINE SOG'S
Check out Charlottesville Virgina Fire Dept. They have online SOG'S
I also believe that San Diego Fire has them online also but not completely sure.

You can contact Norfolk Fire and Rescue on their web site and ask for them.(they used to be online)
-Phoneix has theirs on line as well.
-You can view selected FDNY SOPs at www.sageauthoring.com or order the whole deal on CD at www.fdnyupdates.com
