Lets see, thinking back to pump ops. class, the purpose of the relief valve if properly operated is to control surges in pressure to the lines operating off that pump. For example if an engine is operating 2 lines, one a 1 3/4 and the other a 2 1/2, if the 2 1/2 shuts down with out informing the pump operator, the FFs on the 1 3/4 are going to see an increase in pressure. If the relief valve is set properly the additional flow that creates the pressure is recirculated through back into the pump.
