    i believe that if they're going more then 20mph over the limit then they should have everything thrown at them. In my 2 months that i've had my permit i can say that the highest i've gone over the speed limit was 10mph. That was only because i was trying to keep with the flow of traffic, but the other times i've stayed atleast speed limit to 5 mph over.
