Industrial CSE Rescue
Non Permit Confined Space Entries are done almost daily at the industrial facility where I work. Permit required CSE's are done not as often. What are the requirement of your Rescue Team when these entries are being made? Are they standing by at the job site while work is being done, somewhere else in the facility working or outside the facility. If the Rescue Team is not on the premises, why not, and what is your interpretation on OSHA Reg's 1910.134, 1910.146 and any other regulation that may pertain? Also, if you are dispatched to perform a rescue does that require all of the other CSE's in the facility be discontinued until the active rescue has been terminated?
Non Permit Confined Space Entries are done almost daily at the industrial facility where I work as well. We attempt to reclassify every space we can. This can be done by removeing the hazard. When an entry is going to be made into a permitted space, one CSR team member goes out and does a confine space preplan. He determines how many team members will be needed to perform a rescue should a rescue need to be performed. Then our CSR team is on site before an entry is made. Our CSR team members need to be in the "general area" while this entry is made. Also should a rescue need to occur all other work in all permitted spaces will be stopped until the rescue is complete.
