So I'm sitting in the office this AM, playing solitaire on the computer(!), when one of the Village Board members calls. They are completely revising their impact fees and they would be willing to collect for us if we want (!!).
I was mildly interested (!).
So I have to put together a proposal for the Village listing how much we would like to get, and our justification for the figure. Simple enough, right? Wrong. A quick call to a lawyer buddy pointed out that the figure must be based on some sort of a study.
So my question is: Has anybody got any experience in this? Ever gone through this process? Know what hell I'm talking about? Know of anybody who does growth-based response studies?

Yes, Josh, it's an IL thing.
Current state law does not permit Fire Protection Districts to impose impact fees on developers. But a corporate entity like a Village or City CAN impose those fees, and in fact, can impose those fees ON BEHALF of an entity that can't; like us.
Ain't Illinois great?
