    Fire Commissioner Calvin G. Worthy, 47, is a 24-year department veteran - resigns, protesting cuts - Saying planned layoffs in his department have caused him "tremendous stress" and sadness, will step down next month.

    "I can't lay off firefighters," Worthy said Friday. "I just can't do it. I came up from the ranks. I'm one of them."
