We are planning to apply for radio interfaces for inside of our SCBA facefieces and new protable radios for better fireground communications. Does anyone know what dollar amount is acceptable and not considerd overboard?

In a nutshell: what Jack said.
To elaborate a little, if it's what will work with your current system, then there is no unacceptable cost. Most radios cost the same within the same frequency band (VHF, UHF, 800-trunked), so there is really little fudge factor that you could do to a quote. If you run Motorola 800-trunked, then that's what you need. Simple as that. Justify why you need the facepieces and portables, and that's all there is to it.
