About LinkBacksIn the summary of H.R. 1588 it says:
Is there anyone out there who is up to speed on this and knows if a department can apply for SAFER Funding now??? If not....how can we find out?In FY 2004, approximately $1Billion "could" be available for this program.
Or is it a well kept secret?

The dirty secret of politics. It is easy to pass a bill for a new program, what is difficult is providing the funding for it. At this point the SAFER Act is worth nothing more then paper that it is printed on. If the IAFF supporters in Congress can include funding for it during the budget process and get that funding approved then hopefully the act will mean something. FYI- Bush's proposed budget did not fund it.

That is what I thought....but the question now becomes...Will the "beloved" Kerry fund it? What is his position? Will he fund it for real or just say he will now to buy votes?
