Does anybody know how to change state certs to federal certs and vice versa?

As far as EMT, if you are looking for a fed job in NY, and have NYS EMT, you are probably OK. To cover all your bases take the National Registry.
For firefighting certs, you'll either need to retake the whole FF1 and/or FF2 classes at a school that offers IFSAC or ProBoard certs, or alternatively challenge these classes. If you challenge them, you only have to take and pass the written test and practical evolutions, you don't have to actually take the class. Once you have IFSAC or ProBoard certs, you can receive reciprocity through the DoD to obtain their federal certs.IAFF

I am not really worried about my emt status, I am in the middle of my ff1 class, I am more looking for moving my hazmat tech over. Where could I find more info on the proboard?

Ask your course director or the state office in charge of certs. Here in Mass FF 1, FF 2, and other certs such as Instructor 1 are sent to Proboard by the state on your behalf automatically.
