I need some help!!!! Our department currently has no policy for swift/open water resuce. We are in the process of drafting a policy and need some ideas. Any help, such as your departments policy, would be greatly appreciated.

As far as open water goes, first responders can't enter the water for a swimming rescue with out the Mustang or Stearns suit.
We aren't equipped for swift water so we don't do entry. (we also don't have any outside of flooding)
