West County Fire District opens new station, administration center

At the entrance to the new, state-of-the-art West County EMS & Fire Protection District administration center and House 1 fire station is a monument holding an alarm bell dating from 1909.
"A memorial to the many gallant Manchester firemen who, down through the years, answered the call to duty regardless of hour or weather," states a plaque under the bell, recalling the district's birth in 1908 as the Manchester Volunteer Fire Department.
The district will host a public open house for the new station from 1 to 4 p.m. July 17 at 223 Henry Ave. A special recognition for retired Chief Ken Baker will take place at 1 p.m. Baker was instrumental in development of the facility and passage of the bond issue that funded it and other projects.
There will be tours through the facility.
The new administrative offices opened for business July 6, moving from the 1980s-vintage, cramped headquarters building at 123 Henry.
Firefighters from the district's old House 1, which has been at 14401 Manchester Road at Henry since the 1950s, are set to move in this week.
"This facility, which cost a total of $4.5 million for construction and land acquisition, will make district operations more efficient and improve response time," said Dave Frazier Jr., the district's assistant chief, who also is serving as interim chief. "It's been mass chaos moving in, with all the work involved, but it's great to be here finally, because it was a long time coming."
The new facility's construction and land acquisition were funded as part of a $12 million capital improvements bond issue passed by district voters in April 2001.
Construction started on the new 23,000-square-foot building, which sits on about three acres, in spring 2003. The facility was completed earlier this month.
Lt. Wayne Sanders said the old House 1 was much too close to Manchester Road, and "it was even hit by a police car. We had car tires bouncing into the engine room from time to time, which sent everyone scampering."
"We believe our board of directors will deem the two old buildings as excess property, so they likely will be sold," Sanders said. "The board has hired an appraiser to give us fair market values of the properties."
There will be six firefighters stationed each day at the new house, in addition to six office staff persons.
The district includes all or parts of Manchester, Winchester, Ballwin, Twin Oaks, Valley Park, Des Peres, unincorporated West County and, under contract, the cities of Town and Country and Country Life Acres.
Some of the new building's features include:
> New and bigger double-wide equipment bays to allow for larger pieces of firefighting equipment. That was a problem at the old House 1, where it was harder to get some of the larger equipment in. Special slanting drains run the length of the bay floors under each piece of equipment to make cleanup and maintenance easier.
> There are special showers for people and gear and a commercial washer and dryer right off the bays. Those are especially helpful when firefighters deal with hazardous materials.
> Open racks for firefighting clothing allow better air circulation to prevent mildew from forming, which would shorten the life of the clothing.
> A community room in the new administrative area, which can be used by civic, fraternal and other public groups, especially because it has high-tech audio-visual systems.
> More comfortable firefighter living areas -- which eventually could house nine firefighters -- that include two day rooms; smaller, more private bunk rooms rather than one large dormitory; a study area and library with Internet access to aid with continuing education efforts; shock-resistant padded floors in the exercise room; and a high-tech, spacious kitchen "with an exhaust system that could suck the hair off a cat," Sanders said.

> Printers dispatching fire and emergency call information located close to bunk halls and other parts of the living quarters.
> More spacious office areas to better accommodate staff.
> More storage space, including above equipment bays and in the basement under the bunk halls. In the past, some House 1 emergency medical supplies had to be stored at House 2.
"We appreciate that firefighter input was listened to by the board in the construction of this facility," said firefighter-paramedic Eric Heimos.
He referred to the adoption of features the firefighters had suggested, such as separate kitchen pantries and refrigerators for each of the three shifts.
Frazier said this facility will serve the community for at least 20 years.
