    Get college credits.
    Get military service time.
Move there to get residency credits.

Take a test. (every 2 years?)
Do very well on the test.
    Take physical and psychological.
    Hope and pray.

There are a few thousand trying for about 300 positions a year. You have as good a chance as anyone, but it takes time and effort.
