All of the hydraulic rescue tools can be used underwater. The key to this operation is to make the tool neutral in the water.
Finess is also key to a successful operation. Under the water you can not muscle the tool it will move you to where it wants you. In black water it is also by feel, so knowing where you and your parts are is of vital importance.
Clean up is a pain since it is likely that some water will get into the system and will need to be professionally flushed from the tool and lines to prevent rust.
For a drill see if the local tool rep will bring out some tools to use for the drill and set up.

Any questions please let me know.

Oh, one of the more important things, if you can get the car out of the water do it. Life is so much easier out of the water, for a recovery it is a must.
