The wetdown for most places is the "christening" of a new piece of apparatus and putting it into service. It is equivalent to the navy tradition of breaking the bottle of champagne on the hull to put a new ship into service. Usually departments wet the truck down and than have the company/truck members push it back into its bay (No Engine).

Hope this is what you wanted.
