Can anyone help. I am in a volunteer firemen in a fire district in NY state and am trying to find out other then the Chief who has legal access to personal records. These include SSN and other personal info. Where can I go to find out if there are any laws other then HIPAA that covers our fire fighters. Can any Commissioner look at any personal record he/she wants too?

Check with the Dept of Labor in your state. In most cases these should be controlled documents, ours are under lock.

Most privacy laws, like HIPAA, use some sort of a "minimum necessary" guideline. Even though it's a strict guideline, it's up to individual agencies to determine who needs to have access to what information. The good news is that you have the right to know who has access to your personal information as well as what it is used for. Contact your district.Jim
