    Default Safer Act??

    What is the status on SAFER. I know it was funded and the last I read was that the guiedlines would come out sometime in late 2004 or early 2005.

    The 2005 Applicant Workshop Presentation PPT has the following info in regards to the SAFER Act.

    $65 million available for:

    1) Hiring firefighters
    2) Retention/recruiting volunteer firefighters

    Application period (tentative): May 2-May 27, 2005

    Awards starting: August 2005

    There aren't many details about the SAFER grant for now but we were told they were coming.

    The tentative date of application will start on May 2 and end on May 27 with the awards starting in August

    The split is

    1st year = 90%
    2nd year = 80%
    3rd year = 50%
    4th year = 30%

    The amount is $100k per firefighter per year. We were told these are for entry level firefighters only. That might seem like alot but you have to consider the base salary plus benefits. If you start a FF out at 30k then consider another 20k or so for benefits. In the fifth year, you are responsible for 100% of that firefighters salary.

    This is for the paid side. There wasn't much info. yet on what the volunteer retention plans were.

    My next question is, will there be seminars on the SAFER Act. Would be nice to know what you can and can not ask for.

    For example: Since it is a 90% in the first year and we say that it costs $70,000/firefighter..(we dont get paid good!). That would mean we would get $63,000 per person the first year. So if I read it right as long as you ask for under $100,000/firefighter, they will give it to you the grant??? Does that make sense? I guess what I am asking is this... Will they potentially say to us that based on demographics that we do not need $70K and reduct it?

    Secondly, if we ask for 6, will they say to us....well...we will not give you 6, but we will geve you 4?

    I sure hope they get the details ironed out and presented in such a way that one can understand what the requirements are.

    The way I read it is that the up to $100,000 is for all four years per firefighter NOT per year. That is all they will match.

    If you crunch the numbers provided in an earlier post by jkarnes, the annual salary would be $40,000.00. 90,80,50,30 is 250% which divided into $100k is $40k.

    I doubt seriously they would cut the price, as long as you were less than this annual amount of total benefit.

    Cutting from 6 to 4 is another matter and very likely.

    As far as I know, any new firefighters who are hired under this program cannot be used to replace any retiring firefighters, or those who are leaving for any other reason. Is this correct?

    From what we heard last night, there will be a program guidance for SAFER and it will follow AFG procedures. They really didn't give a whole lot of information on it. Application period is May, awards in August. Firefighters only, no EMS hires. Only $65M, so not a lot of hiring will be going on.

    My first question is what is the SAFER Grant? And how can it assist the volunteer fire departments?

    According to the IAFF it's supposed to "help" volunteer fire departments by allowing them to hire full time FFs. Considering the average cost of $100K per FF, I don't see 70% of the departments in this country handling that cost fully in 5 years. Most don't have that for a budget now.

    According to what I've read so far in blurbs is that it's going to be aimed at recruiting and retention efforts, so I would guess some sort of pension plan or insurance.
