It depends based on your classification. The full explanation is in the Program Guidance document on pages 13 and 14, but here's the short version. Rural, high priority on basic FFing and operational training/equipment, Low priority on safety, officer, and technical training. Suburban & Urban are the opposite with specialized and technical being higher.
