Lightbulb Trunking Radio System Protocols - Need Help

Our county is going to a trunking radio system this year. They are in the stages of just setting up talk groups and protocols for fire, police and ems countywide. How many channels to have set up countywide etc. Im looking for any advice from other departments that use trunking systems. Such as, how many talk groups are set up, who decides what call is going to go on what talk group, how many fire ground channels do you have. I would appreciate any help or advice that people may have. Thank you in advance.

I realize its been a bit since you asked the question -

You need to give more information to get a meaningful response, as # of talk groups, channels, etc depends largely on zones of coverage, # of users, area of coverage, population, run volumes, etc....
