Volunteer fire chief quits over Net photo
"I should be able to have a personal life after hours," says Seffner-Mango fire station's Bradley Price, denying any wrongdoing.

By SHANNON COLAVECCHIO-VAN SICKLER, Times Staff Writer

    ------------------------------
TAMPA - Accused of posting his picture on an adult Internet dating site while clad in nothing but his uniform shirt, the chief of the Seffner-Mango volunteer fire station has submitted his resignation after three decades as a volunteer.

County officials, meanwhile, say they are continuing their investigation into Bradley Price. They warn that any findings of wrongdoing could be grounds for legal action by the County Attorney's Office.

"We don't want that element in the county," Hillsborough Fire Rescue spokesman Ray Yeakley said Thursday. "And if that means following through to prevent him from coming back, we'll do that."

Price, 48, said he submitted his resignation letter late last week - even though he denies there was anything wrong with his decision to post pictures of himself on adultfriendfinder.com.

He said the only photo accessible to the general public is one of him fully clothed, wearing a uniform shirt.

"The other photos, only members can see," said Price, a long-distance truck driver.

He said the members-only photos show only close-ups of his anatomy.

"There is no face, there is no clothing, there is no nothing," he said. "I should be able to have a personal life after hours."

Price also is stepping down as president of the county's volunteer association, the umbrella organization over Hillsborough's six volunteer stations and 200 volunteer firefighters, Yeakley said.

The allegations against Price surfaced in recent weeks, said fire Chief William Nesmith. Besides the Internet photos, Price is accused of sexually harassing and dating a subordinate from the Seffner-Mango station.

A predisciplinary hearing is scheduled Tuesday night before the Seffner-Mango Volunteer Association board of directors, which includes fire station volunteers and citizens living in the surrounding community.

"We want to give him an opportunity to tell his side of the story and let the chips fall where they may," Nesmith said.

"I'm extremely disappointed any time I hear the uniform is used to exert power for anything other than what it was intended for," Nesmith said. "Anyone in a uniform is held to a higher standard than the average person, and to not live up to that is an embarrassment."

The investigation is the latest embarrassment for the Hillsborough Fire Department, and it comes as Tampa Fire Rescue tries to move beyond its own sex scandal from earlier this year.

Former county fire marshal Donald Goff recently began serving a 37-month sentence at a federal prison in Texas. He resigned abruptly in June then pleaded guilty to federal charges of possessing child porn and transferring obscene materials to a minor.

According to a department memo, Goff had pornographic Web links on his computer at work, visited personal ad sites during work hours and drove his department vehicle to an apartment complex he thought was home to a 14-year-old girl with whom he wanted to have sex.

Nesmith hired former Clearwater fire marshal Randy Hinder to replace Goff, but last month he fired Hinder, who had been accused of sexually harassing two fire department employees. Nesmith said he fired Hinder because he deepened rifts within the office.

Earlier this year, Tampa Fire Rescue administrators fired a longtime captain and suspended four other firefighters after they discovered the men were involved in an Oct. 17 photo session that had two strippers posing at Station 21 in New Tampa.

Price, whose father helped establish the Seffner-Mango station, said he is being unfairly targeted for what he does in his personal life.

"They have concocted it in their minds because I'm the one volunteer in the system who stands up against them on behalf of other volunteers," he said. "I have done absolutely nothing illegal, immoral. I broke no rules."

He said the woman who complained of sexual harassment was angry because they had a falling out after dating briefly. Price said she is angry because he signed on as the lien holder for her car, then had it repossessed when she didn't make payments on it.

"She filed the harassment charge a day or two after I repossessed the car," he said.

Even though the Seffner-Mango station is staffed by volunteers, those working during the day get what is called "maintenance pay," typically $7 to $8 an hour, Yeakley said.

As chief, Price got $400 a week.

The county also gives volunteers "longevity" pay based on years of service. Price has been a volunteer for 31 years, so his account could be "substantial," Yeakley said. But if the county determines the allegations against Price are true, it's possible he will be denied that money.

"Most assuredly, that is being looked at," Nesmith said.

Fire officials weren't sure Thursday whether Price's pictures remain on the adult dating site.

"I wouldn't know," Nesmith said. "I'm not going to go to that site, even on my home computer."

Former Volunteer Fire Chief Speaks Out
    By MICHAEL DUNN mdunn@tampatrib.com
    Published: Apr 30, 2005

SEFFNER - Former volunteer fire chief Bradley Price called an impromptu news conference Friday afternoon to proclaim his innocence on a sexual-harassment allegation and to lash out at the county's fire department administration.

Price, 48, has been accused of sexual harassment by a female firefighter, a matter that remains under investigation, said Fire Chief William Nesmith of Hillsborough County Fire Rescue.

Price also got in trouble with the fire department after publishing photographs of himself on www. adultfriendfinder.com, adultfriendfinder.com,an online dating service.

In one photo he is wearing a fire official's uniform. Sexually explicit photos appear as well, but those are accessible only by paid members of the site.

Price said he used his home computer to use the dating service, he was wearing a generic uniform - not the county's - and he committed no crime.

``I've done nothing illegal,'' Price said. ``I've done nothing that their rules say is wrong. It was simply an adult-personals ad.''

After 31 years as a volunteer firefighter with the Seffner- Mango volunteer fire department, Price submitted a letter of resignation April 19, saying he is in a no-win situation.

Investigators ran forensic tests on county-owned computers at the Seffner-Mango fire station, Nesmith said, but found no illicit materials.

Nesmith said Price violated the county's trust by wearing a fire official's uniform on the Web site.

``The site itself, as long as it's not on a county computer and on county time, is not illegal,'' Nesmith said. ``But, he used the power of the uniform and the position that he has as a volunteer chief of Hillsborough County Fire Rescue to gain favor. It's totally inappropriate.''

Price said he paid for the uniform himself, and no insignia is visible identifying the county or the fire department.

``It was probably about the only picture of me I have,'' he said. ``I've never been one to take pictures. I didn't go pose for a picture in uniform for a Web site; I happened to use a picture of me in uniform.''

That's irrelevant, Nesmith said. Many in the community know Price was a volunteer fire chief for Hillsborough County, so wearing the uniform betrays a public trust.

In an unexpected twist Friday afternoon, a volunteer fire captain who had been appointed to present the county's position in Price's harassment case abruptly resigned.

Capt. Robert Kapraun was expected to present evidence in a pre-disciplinary hearing Tuesday. Nesmith confirmed Kapraun suddenly resigned Friday ``for personal reasons.''

Kapraun could not be reached for comment.

Price maintains he has been falsely accused of sexual harassment out of revenge. He said he signed for an automobile loan for a female firefighter about May 2004. She never made a payment, he said, so he had the 1992 Ford Explorer repossessed. A couple of days later, she filed a sexual harassment claim, he said.

Price said Nesmith's response to the harassment complaint and Web photo are part of a larger picture. He said Nesmith has a disdain for volunteer firefighters and is using this situation to undermine them.

``That is as far from the truth as the day is long,'' Nesmith said. ``I have supported the volunteers wholeheartedly ever since I've been chief. But if somebody does something inappropriate, they have to be held accountable.''

Speaking of the photos, the hole thing is a joke. And if the Chiefs claims are true that it wasnt a county uniform, and he did on his own computer then its an even bigger joke.

So you mean to tell me that a fire service member who is single cant put photos in a dateing site, wearing ANYTHING that shows their a firefighter?

    Tampa uncuffed
Looking for love, playing with fire
By SHANNON COLAVECCHIO-VAN SICKLER, Times Staff Writer

Those firefighters sure do like to show off pictures of themselves in uniform.

Bradley Price, a longtime volunteer firefighter at the Seffner-Mango station, recently resigned after Hillsborough County Fire Rescue officials began looking into an adult Internet dating site on which he posted pictures of himself both naked and dressed in his uniform.

But Price isn't the only Tampa Bay firefighter using the uniform to lure in the ladies.

A search on match.com found a few local men who prominently feature their jobs fighting fires, a profession that seemed to gain a sort of cult hero status after 9/11.

One of them, identified by his superiors as Carlos LLerandi, even goes by the user name Tampa FD. The 46-year-old inspector with Tampa Fire Rescue has posted several pictures of himself in uniform, posing for head shots and standing with colleagues in front of downtown Tampa's skyline.

The 6-foot-1 NASCAR fan and cat lover, currently separated, is looking for a 30- to 51-year-old woman, according to his profile. He likes to hang out at International Plaza, and his turn-ons are flirting and public displays of affection.

His idea of a perfect date? A "sensual stroll along the beach."

Another area firefighter who lives in Tampa Palms and goes by the username FirefighterTPA features pictures of himself in full uniform, standing in front of a Pasco County fire engine.

He declares himself a "firefighter seeking flame." A full-time firefighter and EMT, he also volunteers in a hospital emergency room, according to his profile. "Love my job and wouldn't trade it for the world," he writes.

While match.com is not a pornographic site featuring nude pictures, as is AdultFriendFinder, Tampa Fire Rescue administrators are looking into whether it's appropriate for firefighters to showcase themselves in uniform to attract dates.

Price, meanwhile, contends he is the target of a "witch hunt," and he recently created a Web site to air the details.

Even some that would best be kept private.

Price, accused of sexually harassing a fellow volunteer who was his subordinate, includes more than 200 pages of documents on www.hcfr.info

Among the items for public perusal: Price's profile on AdultFriendFinder.com.

Under the title "Loves to Please," Price writes that he is a 48-year-old straight man looking for "women for erotic chat or e-mail, 1 on 1 sex" and "misc. fetishes."

Web surfers can also read the internal affairs documents from the investigation into his alleged misconduct. For example, there's the interview between fire rescue officials and volunteer firefighter Jackie Smith, who alleges Price harassed her.

Smith said Price never touched her, but they went out to dinner and arena football games with other firefighters and by themselves. She claims he forced her to go; Price says that's a lie.

On one point they agree: Price bought Smith a stuffed Tigger, two Tigger watches and a Tigger clock. He also bought Tigger stuff for Smith's daughter.

Hmmm. Does an obsession with Tigger count as a fetish?

    * * *

Pete Bucher is no firefighter, but the Tampa police officer helped guide elderly residents out of their burning apartment building early Sunday and ended up with a few burn blisters on his left forearm.

Bucher was near the Eden Apartments on W Cass Street when he heard over his radio that there was a fire in the building. He was the first to get there, arriving before the fire trucks.

First Bucher went into the middle apartment building, 3712 W Cass St., because a man outside told him an elderly woman who cannot walk might be inside. Bucher kicked in the door to her first-floor apartment as the fire grew more intense, but couldn't find her.

Bucher hurried back outside, looked up and saw a woman in the window of a second-floor apartment. He ran back into the building, climbed stairs to the second floor and found a few elderly residents frozen in fear.

"I couldn't believe they weren't moving," Bucher, 39, said. "I had to crouch down because you could barely breathe. It was so hot."

As Bucher ushered the residents out, burning debris fell on his arm. Bucher was treated for his burns at Memorial Hospital.

He has spent the days since recounting his story to curious reporters.

    1) posting your profile on adultfriendfinder isn't a crime
    2) posting your pictures in a uniform shirt isn't a crime
    3) posting your pictures in a department issued shirt maybe be grounds for terminination
    4) sexually harrassment is grounds for termination. however, being accused of it, and being guilty of it are two different things.

hell, using your FD uniform to attact ladies so you can sleep with them isn't a crime!!!!

it definetly sounds like there is more to this story, and that he's being accused of one thing and punished for another.

would I put a photo of myself on that sight? sure, why not. worst thing that happens is I get embarrassed if someone sees it. who cares, it's my headache to deal with. now, if I were to wear department uniform (t-shirt, uniform shirt, turnout gear, etc), then you can probably make the case that the person's actions could constitute a conduct unbecoming a member of the department.

volunteer and career firefighters can have personal lives, even do stuff that might not be considered morally correct (as long as it's not illegal). however, once you start to blend the personal life with the FFing, that's when trouble cna start.

I allways find it funny how when someone is being accused of something, someone from left field comes up with another claim. Ex. the harrasment claim.

If the chief's claim to innocence is true and the county can't prove anything.

Someone is going to be held liable for defamation of character and punitive damages.

Fire board members: Charges against former chief 'unfounded'
By SHANNON COLAVECCHIO-VAN SICKLER, Times Staff Writer
    Published June 3, 2005

    ------------------------
Bradley Price, longtime chief of the volunteer Seffner-Mango fire station, is long gone - having resigned in April amid a county inquiry into sexual harassment allegations and his admitted posting of nude pictures on an adult Internet dating site.

But the board of directors of the Seffner-Mango Volunteer Association, which conducted its own disciplinary review, recently gave credence to Price's denial of the alleged misconduct.

After a series of hearings, the board reviewed testimony and evidence and concluded that all but one of the charges brought against Price were "unfounded." There were "untruths and inconsistencies" in documents provided by Hillsborough County Fire Rescue, the board found.

"Hillsborough County Fire Rescue did not apply its standards, orders and penalties consistently," according to the board's report. "Hillsborough County Fire Rescue's degree of discipline administered in this particular case was unreasonable."

Chief William Nesmith has not yet reviewed the report, he said this week. Division Chief Nancy Couch, Hillsborough Fire Rescue's volunteer coordinator, did not return a phone message.

Volunteer firefighter Jackie Smith told county fire administrators that Price pursued her, a violation of county policy that forbids supervisors from dating subordinates. But the board noted that Price asked Couch soon after meeting Smith whether it would be appropriate to pursue a relationship with Smith - and was given the OK.

Smith said Price never touched her, but they went out to dinner and arena football games with other firefighters and by themselves. She claims he forced her to go. He says that's a lie.

Furthermore, the board disputed county fire officials' charge that Price had Smith's vehicle repossessed in retaliation for her reporting his alleged sexual harassment. Price had put his name as a lienholder for the vehicle, and he had the car repossessed the morning of July 17, 2004, the board noted. He said she wasn't making payments on the car.

Smith didn't lodge her sexual harassment claim until that evening, after the car was gone, the board pointed out.

The board agreed with county officials that Price shouldn't have used an official department picture of himself in uniform on an adult Internet site. But board members dispute the county's contention that nude pictures on the site's members-only section were a violation of county policy.

To see the nude pictures, one would have to register on the site, board members said.

"Obviously these images would not be lewd or immoral to the individuals who can access this Web site," the board noted in its report.

    Volunteer Fire Department Closed
    By TOM BRENNAN tbrennan@tampatrib.com
    Published: Sep 20, 2005

SEFFNER The Seffner-Mango Volunteer Fire Department's firefighting operations were extinguished Monday after 45 years of answering calls.

Chief Bill Nesmith of Hillsborough County Fire Rescue ordered all county-owned trucks and equipment removed and doused its agreement with the Seffner-Mango volunteer association and its governing board.

He couldn't close the fire house because it belongs to the association.

"We've had an ongoing problem with the leadership at Seffner-Mango," Nesmith said. "We have rebel board members and a rebel chief."

Nesmith has been at odds with the volunteer's administrative chief Bradley Price for months. The latest move came after Price returned to the association after resigning under pressure in April.

"He couldn't get rid of me, so he got rid of the station," Price said of Nesmith's actions.

Nesmith said a revised volunteer department under control of the county could be up and running as soon as today, operating out of temporary quarters about a mile south of the station on Kingsway Road, somewhere across from the YMCA.

That is, after vetting the membership, he said.

"Some volunteers are more subversive and will not be asked to return," Nesmith said. "We need to see how many volunteers want to remain and how many we want to remain."

Assistant Fire Chief Frank Fernandez said it was the first time his department terminated a local volunteer group.

Nesmith said it was a matter of firefighter safety, citing serious mold problems in the living quarters of the Seffner-Mango station.

Patrick Pitson, a former volunteer captain and board member, disagreed.

"It's a personal issue between the fire chief and our chief," he said. "But they are ending up punishing the community and the rest of us."

"We are the fire department on which the community depends."

Nesmith said response times to emergency calls won't deteriorate.

Calls will be handled by the Armwood Fire Station No. 4 on U.S. 92, the Brandon Fire Station No. 11 northwest of State Road 60 and Kingsway, and the Dover-Turkey Creek Volunteer Fire Department on Sydney-Dover Road.

Price, whose father helped found the department, doubted the rosy response predictions.

"The people of Seffner are going to suffer," he said. "Help is now a minimum of three to four minutes more away."

Nesmith pointed to Price's conduct as a reason for the closing. Price has been accused of sexual harassment and incidents of improper conduct, including publishing photographs of himself on an adult dating-service Web site.

In one photograph, he wore a generic fire uniform. Sexually explicit photos appeared in a section of the site accessible only by paid members.

The association's board cleared him of the charges, but he resigned as volunteer fire chief and association president. The board then selected Bob Van Etten to replace Price as chief.

Price returned as president last month and appointed himself "administrative chief." He said the board brought him back after the volunteer roster dipped from more than 40 to about a dozen.

Nesmith said he had no choice in closing the fire department. He picked Van Etten to be chief of the new one.

"The management of this station became an embarrassment and a liability," he said.

Sure as hell sounds like a case of "it's my ball and I don't like the way is the game is going ... so I'm taking the ball home."

To me he did nothing wrong, especailly if it was in fact a generic uniform.

This thing reminds me of a story.

Years ago, my dad had a neighbor who was bad to cheat on his wife. At that time, the state of Kentucky was building a bridge across the Kentucky River at Frankfort. It was probably the highest bridge in the area at that time, so it was a bit of a tourist attraction.

One day Dad's neighbor showed up with a picture of himself and a married couple standing in front of the under-construction bridge. The neighbor's wife thought it was so neat, this big bridge being built and ooh, there's my husband standing in front of it. She was showing everybody that picture until one person asked her, "Who took the picture?"

    After that, things got ugly.

The connection between this story and the Florida story is this...

    Who found the pictures?
"Be polite, be professional, but have a plan to kill everybody you meet.
