I've developed bunches, just the hazards of working in the software industry. The grant program asking for it ought to establish the boundaries and constraints of the plans they are looking for. Generally they are looking to see if the applicant has a plan for implementing more technologically advanced processes into their daily existence. TICs, interoperable radio systems, wireless internet/network, laptops in apparatus, etc are all products that can enhance emergency responses and aid in managing incidents. I would have to read the guidance to really know for sure, but that's the gist of tech plans.
