I live in a county where Arcview is used for only property tax services. I also live in a city which uses Arcview for Land utilization projects. The city is using less than 25% of the ability of the software. I have the idea of merging public health, Fire, Police, public housing, park district, township and surrounding cities into a single ArcServer environment. None of these other agencies uses GIS. Any suggestion on how to sell the idea and implement the services to specific groups. My background is firefighting and computer science.
