    Question Modification of grant request by DHS

    Today I received an email from one of the program coordinators stating that the grant program office wantd to (or already has) reduce our potential award - I had requested 10 mobile radios (among other comm items) for our 6 apparatus and 4 chiefs' vehicles. The grant office cut out the 4 chiefs radios because it wasn't part of our inventory. We are a volunteer dept and the chiefs use their personal vehicles so they weren't listed in the application under current apparatus. I sent back an email explaining this and requesting them to call me and discuss it. My question is - has anyone else gotten a modification from DHS and is it even worth arguing with them to try to make my point and restore the money ($50k requested and they are cutting it $47k) ????

    Our grant specialist from DHS contacted me wanting to know if we would take 250k instead of 325k for a pumper tanker.... If you argue you are not likely to get anything I suspect. Just like me, should have had better narrative documenting extra expense need. We will be able to 'sneak by' with the 250k. Hey, at least they agreed we need a new truck.

    Last year they cut our request for SCBA cylinders in half. There is no point in trying to justify the additional radios.

    Through the bid process or shopping around you should be able to get better prices than you quoted in your application. Any savings, excess funds, can be used towards your project. In this case the additional radios. Remember you can only spend up to $5000, anything over $5000 must go towards an approved fire prevention program.

    In your case not a problem since you are trying to make up the $3,000 that was cut. Good luck.

    Although it's been stated already that you won't amend the award, it's only partially true:

    We will only fund enough mobile radios to equip the vehicle inventory listed in the application. We will not fund mobile radios for personally owned vehicles with the exception of the chief fire officer’s personal vehicle if adequately justified in the application.
    So you might win them over on the chief's car, but not the rest of the officers, since technically the Guidelines are Federal Law.

    Same thing with SCBA requests, only 1 SCBA per seat on department owned apparatus with 1 spare bottle was/is the limit. No spare bottles for piling on a trailer or rescue truck were allowed, since OSHA/NFPA/everyone else recommend FFs use 2 bottles then hit rehab. Since a bottle filling solution should have been put into action by then, you don't need more than that on a scene.

    Anywho, make the attempt to get the chief a radio since that is allowed, and as everyone else said, work on getting prices down to get another with the excess funds.

    I'm assuming you're saying cutting it TO $47K, not by $47K.
    ($50k requested and they are cutting it $47k)
    Easy enough to make up in the competitive market with bidding. You're paying cash now, new doors should open for you.

    I suppose this was the guideline they used....we carry 6 SCBA's on all of our engines as opposed to the minimal 4, and we made our request as such. But based upon the number of engines X 4 per engine, they reduced our award.

    Did I accept it? Gladly. We now have brand-spankin' new SCBA's on 3 engines and the new service/rescue unit. Only 1 engine now has older packs, but it's an engine at an outlying station that seldom, if ever, gets used (and by "older", I mean the newest stuff that we took off the engines at the main station...like only about 5 years old....)

    I just received our departments first 1199a and hope we get awarded. I think the amount I used for SCBA's was high ($4,800) so we probably will get reduced. My question is I also requested PASS alarms that went above and beyond the $4,800 for the SCBA. Are the pass alarms additional equipment or part of the SCBA request?

    Per the new NFPA, SCBA is required to have integrated PASS devices. If you went with something different like the Grace T3 or something like that for an additional PASS system, then that is a different item and not counted in the request amount for the SCBA from their perspective.

    4500psi 30 minute SCBA pricing was around $4500-4800 as a limit last time I had heard anything, which includes mask, SCBA w/bottle, and 1 spare bottle. More money is allowed for 45 or 60 minute bottles if requested and justified.

    Thanks to all of you for your help...I conceeded to the reduction in amounts and we'll be able to work well with what they are giving us. I forgot all about that section of the final rule outlining that chief's personal vehs can't be funded.....ooops...I'm just happy to be getting something!!! It looks like they haven't axed me for my little ooops cuz I checked my 1199a from 2 years ago and now there is a 2005 grant number included. Once again thanks to all of you - without this forum alot of us would be really lost in the vast expanse of the federal government!!

    Ah so it does, that's interesting. Another indication that an award is probably coming.
