For all the life of me, i cant see a firefighter going to hell. At least not for very long. We would end up putting out all the fires and annoying the devil too much.

You punt when you don't know what else to do.
Try looking at the mission, determine the objectives, see what resouces you have and how they might be applied. Then check the possible results of each possible activity that might be applied.
Then hire a consultant to conduct an "in depth" study (are'nt they all) of the problem and report back with recommendations and cost estimates. Don't forget to do an enviornmental impact study and a cost/benefit ratio study.
Establish a committe to take public comment and to look at the studies and make a recommendation. Make sure the committee represents all "stakeholders" and is not controled by special interests. It is extreamly important that all view points are both represented and heard.
Prepare a final report in a very nice binder and give it to all particpants. If participants have changes, go back to the committee.
Oh, by the way, the walls are about to fall down. GET OUT OF THE BUILDING.
