Default Question for BC79er or KTB9780

Back on 7/11/05 our department recieved the 10 questions from FEMA for our 2005 grant application. The application was for the replacement of our 1982 Tower Ladder which is a former FDNY piece. I then checked our 2004 application and noticed that our 1199a form now had 2 award numbers on it one for 2004's grant and one for 2005's grant. So we were feeling pretty good about our chances. Yesterday we recieved an e-mail from DHS informing us that our grant was ineligable because they felt our call volume could be handled by our current fleet of apparatus. I guess that means our chances are done. What is somewhat confusing is that everything pointed to an award and even the e-mail from DHS had in the subject line Award # 2005-xxxxx. I was just curious if anyone had any additional insight.

    Thanks.

Wait a minute...are you saying that AFTER the peer review AND the computer scoring, someone overruled all of the measures used and said "Ineligible" FOUL!@!!!! I guess it's true; if someone has enough pull, they can make anything happen. My deepest regrets to you, Don. I know it's great to get the letters and a grant, but to get the rug yanked from underneath you is inhuman. Keep your head up, though. There is always tomorrow.

Not knowing the entire situation I can't (more accurately, won't) make any speculations at this time as to why it was pulled. What I can say is that it is possible and well within Program Guidelines (i.e. law) for it to happen. Those of us on the outside may not be able to find out for you Don, but we'll try.

Don - forward me the email as well as your application if possible. I will give you a few angles to work offline.

Does anyone know if the email received was the beginning of the "Dear John's" ? I can't believe they would send an email to a department about a possible grant that hasn't been announced yet
