If you want to just set up a scenario for evacuation of a victim and appoint a commander to oversee the operation that usually works. Put a "victim" in a training tower and have them go in as a team to search the building and tell them a partial collapse has taken place. Let them have limited access to the floors and see where they go from there. Video tape the training and then watch it for a critique later.
