    Question Truck grant question

    Got a question for you experienced guys, or those guys with more knowledge than me My truck committee is starting to discuss our options and other things on our truck grant. This is what's come up, though. Does DHS allow us to purchase our chassis and even possibly the tank seperate from the rest of the truck?

    We've got some options and connections that might save us some money to get more truck for the buck, but I don't want to do something wrong, either. I'll probalby still call the help line or whoever to make sure (it's too late in the day and I don't want to lose sleep if someone knows) tomorrow or something, anyway. Thanks.

    Pg 33 Program Guidance

    "8) Pre-payments:A grantee may not use grant funds to prepay for products
    or services in advance of delivery of the products or the rendering of services. A downpayment for the purchase of vehicle is allowable if required in the purchase contract, but we will only allow up to 25 percent of the Federal share to be drawn for this purpose.The purchase of any vehicle’s chassis would not be considered a down payment, therefore, eligible. See the AFG program ’s Interim Final Rule for more details on this limitation."

    It would not be eligible for one to take the 25% of the federal funds awarded to pay for a chassis if purchased separately from the rest of the vehicle.

    So in other words, you can't pay for the chassis with federal funds, then give it to someone else to build the pump, tank, body, etc, etc. Even if the person you're buying the chassis from is the one building the stuff, they can't ask you to pay for the chassis first. A vehicle has to be purchased as a complete package, and until it's delivered as such, you can only put down 25% of the cost as a downpayment. The other 75% can't be used until it's built.

    Not exactly...according to the help desk.

    We have ordered a 2,400 gallon tanker on a commercial chassis to be built by a body builder in the midwest. The chassis was purchased from IHC. We took delivery of our chassis last Thursday and received the Net 30 invoice and I am in the process of requesting the funds. You are allowed to pay for your chassis if purchased from a seperate company (spartan - chassis on an XYZ body or in our case...commercial chassis on a body built by a midwest company).

    I have been told this by the Grants Management Specialist for Illinois and by the held desk this morning.

    As far as purchasing the tank from a seperate tank builder, it would be best to call the help desk for exact information

    As long as you got it from the Grants Specialist, the Final Rule also seems to read differently from what you're doing, and since it's law not even the GS can override that.

    The Helpdesk does not have proper information on many, many topics, so don't believe them as far as you can see them through the phone. They told several people that they couldn't buy laptops and projectors for teaching fire prevention with the excess funds, which was wrong. The Grant Specialists said that's been corrected, but it's like most things, unless they know about it they can't fix it.
