If this has been addressed, please forgive me. Are the AFG awards made in most-to-least competetive order? If not, how do they determine the order of the awards?

Generally speaking, yes. The major change would be for people who were high on the list, but slow in returning thier questions or had issues with their 1199's. I do believe it is more correct to say that the prenotifications are sent out in order of highest score to lowest, generally.

I believe I have seen it posted that if a large amount of awards will be from one geographical location, the awards are spread out over other rounds so it doesn't happen.
I could be wrong, just ask the wife.

Boys I think the rules changed little this year due to the delay in announcing the first round. They also put most of the vehicles in the first couple of rounds and I don't believe they would have necessarilly been in any paticular order since the priority was to get them announced and let the departments get these big rigs ordered and delivered with in the one year period.

Which leads me to believe that the second part of my statement is more closer to the truth....the Q's and 1199's order is probably a better indicater of scoring from top to bottom. However, I do believe the Program Guidence says the issue the awards from top to bottom......who knows for sure

You are probabaly very close to the truth however; if you think about it, those departments that got trucks in the first couple rounds would likewise have aslo recieved their Q&As earlier as well. You are right that program guidance states there is an order of award from highest to lowest though.

After listening to us suggest improvements over the past few years, it appears that they split the categories in order to move things along faster. So once everything was scored overall and put in order, the ranking vehicles were put into their own list and basically awarded at the same time as if they were a separate program since they take much longer to get in. A twofold benefit because since the truck can ge ordered and delivered more quickly, there is little need for extensions, so less paperwork for the Grant Specialists.
They still are generally going high score to low score, with the variances being to avoid a pile of them in one geographical area, and of course when folks return their answers and 1199A. So if #98 is slow on the ball, they'll give #99 theirs first.
