    Default No 2005 award if 2004 not closed?

    Someone from a neighboring department told us he had heard that if you were awarded last year, and hadn't closed it yet, that they couldn't award you a grant in '05 until '04 was closed. Is there any truth to this. We are still finishing are grant project from last year and have not closed. We did not receive a DJ. Nor the questions or 1199a.

    There is no truth to that. We are still working on our 2004 grant and recieved a 2005 grant in round 2.

    As long as you are working on a current grant, you are still able to recieve further grants. The exception is if you have FAILED to submit your close out reports at all. The failure to submit close out reports will prevent a department from recieving a grant.

    It's also an impossible feat in some cases. A handful of departments were awarded supplemental 2004 awards AFTER the 2005 award. Plus, considering the period of performance is 12 months, and awards for the subsequent year start within 10-11 months of the previous year's announcements, some haven't even spent the money yet because they're waiting for the stuff to come in. Especially with trucks. Each year is mutually exclusive from the next.

    Close Out Report Completed???

    It was brought to my attention today that in North Carolina alone there are almost 200 Fire Departments that have failed to submit their Close Out Reports from previous years ('02, '03, '04). BE ADVISED - that NO FUTURE GRANTS will be awarded (including AFG for '05) to ANY department that fails to complete their Close Out Report.

    These Reports can be completed by logging into your origional application and lower the menu under actions, scroll down and choose Close Out Report.

    If you have any questions please contact your Regional Fire Program Specialist, who can walk you through this and answer any questions. It is important to make sure you have updated your email address so they can contact you about things such as these. Apparently, numerous reminder notices come back undeliverable.

    PLEASE spread the word to the surrounding departments in your area that may be waiting for funding and may have open grants.


    **As Brian said, it is only for departments that have not closed out their grants, after completing their purchases and at the end of the 12 month period. You also need to complete a semi-annual performance report, at the half-way mark. - Don't close out if you haven't completed ALL purchases, because your money will be gone then! You will need to ask for an extension if your time is almost up...

    Correct me here if I am wrong but I think you must order, recieve and pay for the items contained within your grant within the performance period (12 months from award) then you have 90 from the end of the performance period to complete the close out report (Final Financials and Final Performance reports). If you cannot complete the reporting by then a extension can be requested. Am I correct on this point? Any experts care to clarify?

    This is an actual closeout notification that I recieved. This should explain some of your questions.

    Our records indicate that your grant in approaching the end of the performance period. By the end of your performance period you should have completed the entire scope of work contained in your award. You have 90 days from the end of your period of performance to pay any debts encumbered during your period of performance. Once the scope of work is completed, and all debts have been paid (within 90 days of the end of your performance period), you should complete the closeout requirements. These requirements are a final financial status report and a final performance report. These reports should be submitted on-line through the AFG eGrants system, https://portal.fema.gov. You must select the option under the Action column entitled Closeout Grant. Instructions for closeout are provided in the closeout module on-line.
    You can request an extension if you are not able to recieve or pay for the items within the 90 day period. Apparatus is an example of this.

    No have to order within the performance periord. 90days allows for time to clean up paperwork, request transfers from FEMA and pay last of the bills.

    I'm not sure what/if their is a specific deadline for the closeout report. Have 2weeks left on the 90days for our FY04 grant.

    You ought to have ordered by the time 12 months after public announcement comes around, but since there's a lot of money floating around, vendors are getting backordered, so paying and recieving are not required. In which case, yes, just file an extension saying that some items have not been recieved yet. All they want is to be kept up to date.

    That is basically the situation we are in. The supplier/manufacturer is behind and can't get us the product before our deadline.

    I requested an extension using a grant amendment. Is that the correct procedure?
