    Default Funding for sub-station

    I'm looking for info on how to get funding for a substation in my county. Response times for the eastern side of the county are slow at best and opening a substation will improve these times dramatically. I'm not even sure where to start looking for help to accomplish this seemingly impossible task. Any help and info will be greatly appreciated.
