See why exiting your car in a car was is a bad idea
You need only two tools: WD-40 and duct tape. If it doesn't move and it should, use WD-40. If it moves and shouldn't, use the duct tape.

Please do not be too hard on this guy--without people like this, Emergency workers could be out of a job.
One of the plus signs here is if he got smashed up and down the vehicle by the moving brush--any blood/gore/bits will go down the drain, resulting in a hygenic workplace for those attending the incident.
You could also clean the recue gear(using all that lovely sudsy water) if you had to extricate him.
