    We applied for the SAFER grant last year to enhance our volunteer incentives program for firefighter retention. Not very successful and as I understand not many awards for this type of projects. If you were not applying for actual on-duty personnel most grants were not awarded. That being stated, we have been considering the need to hire a part-time chief to handle the day-to-day business and be available for call response as well as paying our volunteers for on-call station duty. Would this meet the apparent grant guidelines better? Please advise if you have successful narrative for these types of projects.
