Default vol. dept. billing in NY

A person we recently transported to the hospital wanted us to send her a bill to send to her insurance company because she could not afford to make a donation.

What needs to be done for a volunteer fire/EMS department to bill for its services in NY State?

    Pros? vs. Cons?

Can we write a letter with the bill stating that it does not have to be paid if your insurance does not cover it?

Not familiar with the legalities of it all?

    Thanks for any input.

I don't think this would be the best forum to post this in. Maybe the Firefighters forum or EMS>Legal & Liability.
