It depends on whether or not you want an explorer program or a cadet program. There is a difference. Exploring is a division of The Boys Scouts of America. Your post would have certain requirements but would be registered and insured through The BSA. A cadet program would require your department to insure all of them but gives you the latitude to set it up just the way you would like. Being in Northeast Ohio you would probably fall under the Western Reserve Boy Scout Council. I got your message and will do my best to respond in a timely manner(hopefuly this weekend). My schedule has been crazy with exams and practice and homework, so I will try to do that for you.
