    Default Cedap?

    CEDAP rough draft complete. Still unsure of needs and capabilities assessment and structured risk assessment. Are they assessments that must be documented? Our officers have dicussed both but nothing in writing at this point.

    Documented and in conjunction with the higher powers is the ideal, but of course in all areas, that's not a priority. Documented can be as simple as a list of things you know you need because you don't have the capability to mitigate certain incidents. Needing rescue tools is really easy to figure out in any style of assessment if you don't have any. Same with a lot of the other equipment on there.

    If the county or state did an assessment for your area on their own, then that would be a documented assessment you could use for your argument.
