OUr dept saved some money after purchasing our requested items for our 05 AFG grant. I understand 5k can be used to expand a project and any above that has to be used for fire prevention. Does anyone know if the monies can be used to for the purchase of computers and software that would be used to complete pre-plans. The computers would be truck mounted. Or does DHS want public education items and coloring books,etc?

If the primary purpose of the computers and related equipment is to support/start an PF program, then they are allowed. Being mounted in the trucks doesn't quite fit that mould so probably not. Your FPS has the last word on it though. If they weren't truck mounted and they were used for both purposes, then I wouldn't see any hesitation on their part to approve it since it's been done before.
And despite my personal opinion that preplanning is just as important a piece of FP as anything else since it keeps us FFs safe, DHS considers the FP program more focused on the public's education when the applicant is an individual FD.

That is what I was wondering if the focus could be our fire safety and the preplans and inspections would or could prevent future fires, or if the focus had to be public education.

Public education has to be a piece of it, the rest is added cost-benefit. And like I mentioned, they probably won't go for the truck mounting of the laptops since it's hard to educate the public while the truck is moving.
