The story as told to me:
In 1946 Captain Hugh Haligan of the FDNY was tasked with designing an new forcible entry tool to replace the old "Irons" set of the claw tool and Kelly tool.
The original "Irons" man had to carry the Claw tool and the Kelly tool in addition to a flat head axe. The weight of the combined tools was in the range of 40 plus pounds.
The new tool was to have all of the best attributes of the Claw and kelly tools as well as be able to be driven with the flat head axe. And so the Haligan tool was born.
Again this is the story as told to me...if inaccurate i awair correction.

I can't recall the title, but the FDNY or a group associated with them does or did publish a quarterly newletter. One issue had a lengthy story on how the tool was developed. Contact the library at the New York State Fire Academy and I'd bet the librarian will help you out. If I find a copy in my files I'll post the information.
