I believe if you go to the ISO website they have a ratio to get full credit.

FF staffing per capita is mostly based on regional differences in the U.S. The northeast takes the lead in the range of 25-35 FFs per 10,000 population. It gets lower as you go south and west. West coast you are down to 8-10 FFs/10,000. In the data I have and reviewed, I can't see anything that bases FF staffign per capita on real "demand." Boston is at about 25/10,000 and then you have Providence, RI at 35/10,000. That's 40% greater staffing in Providence than in Boston- there is no 40% greater demand in Providence than in Boston. Also, there are towns and very small cities in the NE with per capita staffing significantly in excess of Boston.

I know the police use population ratios heavily to justify their staffing needs but I've never really heard of a fire department using it. From what I can recall ISO likes an engine every 1.5 miles and a truck every 2.5 miles. To get maximum ISO staffing credit for each engine you would need 12 full time personel and for each ladder 6 personel.
