The National Bioterrorism Civilian Medical Response Center has published a book called, Strategies for Incident Preparedness. In it are 22 scenarios of complex medical emergencies and it is designed to integrate response procedure from fire, HAZMAT, pre-hospital, hospital, law enforcement, local and state government including emergency management agencies.
It's a good resource because it doesn't tell you what to do. Rather it presents a scenario and forces you (and your team) to solve the problem, create solutions that could lead to multi-agency response. Imagine a unified response!
