Hate to break it to ya ladder company, but many places do not give out t-shirts anymore. Espically over the internet.
I personally have a collection of over 30 fd t-shirts from all over the US and every single one is from a dept my dad was on, i am an explorer at, a friend is on, or I have just walked into while on vacation. Also, whenever my parents are on vacation or business trips they try to grab me at least one.
Some cities/stations I have-
FDNY Engine 54/ 4 Truck
FDNY Engine 26
New Orleans Engine 26 (i think)
San Diego
Washington, DC
Honolulu
Buffalo
Bethesda Chevy Chase Rescue Squad

My FD t-shirts are between $10 and $15 each, depending on if they are silk screened or embriodered.
Asking for someone to send you a shirt without offering them one in return, ie. a "donation", I don't think you will get too many takers.
PS: I once did a tshirt trade with a so called "brother"...
I sent out a brand new shirt.... he sent a worn, stained one in return, and used the excuse that he couldn't afford to send a new one because "his clothing allowance ran out"....
