Of the department's I know, the president is an administrative position and the fire chief is in charge of operations... Very similar to the roles shared by mayor & fire chief in municipal departments.

do you mean the operations division regarding the Incident Command System or just the daily operation of the fire dept. The operations division at a call would be run by the most highly trained and experienced firefighter, usually an officer. As far as administrative stuff we have a paid full time chief who deals with all of that.

The president is in charge of the fire department (the corporation itself). The chief is responsible for operational items. to clarrify, the chief is responsible for everything on the apparatus floor and what happens on a fire ground. everything else is the domain of the president.
