Not sure what you mean by template but if you mean you're looking for someone else's answers to the questions then you're probably better off doing something that might be productive, because you won't get anywhere with a grant app doing that. CEDAP more than AFG has to be department specific information. There is no template or specific paragraph to answer the questions with. A mastery of the English language is not needed by any means.
Ex: Please describe how the selected CEDAP equipment will be used in a terrorism related critical incident management (?)11 mission. The response should address
relevant Homeland Security National Priorities (?)12 and Target Capabilities (?)13.

How are the tools going to help in a terrorism incident in your area? Before this you had to answer what critical infrastructure you protected. So if a major office building collapses, how can the tools be used? Major rail incident, ship, car bombs, etc, etc. How would you use the tools related to homeland security, not everyday responses. That's how you have to go after CEDAP.

Or, even easier...use Brian's (BC79er) services of grant writing assistance and training. Kurt (ktb***) and Alana (dixiechick***) are also in the business. All are frequent contributors here even though they do it for a living. All three know their stuff. Seems to me like ameryfire consults too, but i'm not sure on that.
Word of caution--all three require their clients to provide accurate information and needs assessments. I did say "easier", not "easy"!!
They also teach that there is no cookie-cutter solution, and i believe that to be correct.

Pipelines, trains, planes, trucking companies, manufacturing facilities, major financial & government buildings. Stuff like that. The things that would make CNN show up, or make a very large crater if it goes boom.
