Default Hydraulic tools, Regional or Idividual

we are kicking around the idea of asking for some hydraulic tools.
    3 departments would share.
Should we ask for 1 set, station in the middle department or ask for a set for each department.

If we ask for individual sets would it be better to ask as individuals or for all on a regional application.

The 3 department currently all rely on mutual aid for rescue tools.

    thanks

This would not meet the requirements in the PG for a Regional Application, which states:

For example, a non-regional project would be application for an air compressor or a HAZMAT vehicle that would be awarded and physically located in the awardee’s department but shared with the neighboring departments with which a mutual or automatic aid agreement exists.

If we ask for individual sets would it be better to ask as individuals or for all on a regional application.
I would apply as individuals only because it does not fit the intent of a regional application.

    The PG states:

In general, equipment purchased as a result of a regional project will be physically distributed to all the departments that are beneficiaries of the project. This physical distribution of the equipment to other first-responder organizations is the single characteristic that distinguishes regional projects from non-regional requests that have an impact on a region via mutual aid.
Typically we are looking at communications or standardized SCBA to provide a better working arrangement (interoperability) among departments during MA incidents. Would having 3 sets of extrication tools have an impact on MA? Less reliance unless a second set was needed. How often does it happen?

Another option to look at besides the AFG is the CEDAP program which supplies extrication tools to winning applications. There is competition in the program, but not to the scale of the AFG. The next round should begin sometime in March.

You would probabaly have a much better shot on CEDAP than AFG and NO MATCH!
