Does anyone know any Texas law that states that a Fire Department in Texas does not have a Duty to Respond outside of its City Limits?

Have you looked into the city's mutual aid policy? I have never heard of such a policy and I have been associated with the fire service in four states.
Places I have been, have had mutual aid agreements between the jurisdictions that specifically outline what you're asking. Try looking there.
