Can anyone direct me where to find written documentation that says grant awardees can not remove or re expendent money from a line item in their dept budget if awarded a grant for that line item. An ungrateful town official wants us to drop our turnout gear line item from our budget because we were just awarded funding for turnout gear.

Per the PG:
Grantee Responsibilities:
(3)
Maintain operating expenditures for the one-year grant period in the areas funded by this grant activity at a level equal to or greater than the average of their operating expenditures in the two years preceding the year in which this assistance is received. This program is meant to supplement rather than replace an organization’s funding.

You budget is that detailed? Transfer the turnout $ to another budget line. Perhaps vehicle replacement fund

I also believe it is stated in the grant package when you do the certifications. At any rate DHS does not allow you to cut budget items, you must maintian the same budget for 2 years (or maybe 3)

Be careful....
Some words of advice from a great source of information about grants
Supplanting is defined as:
- To deliberately reduce state or local funds because of the existence of grant funds
- To replace funding of a recipient's existing program with funds from a Federal grant. Federal grant statutes and regulations frequently prohibit this practice. Grants may also state that you can't have a reduction i nbudget in prior or future years. Such as "You would not qualify for staffing grants to hire on or more new officers if your force has been reduced in the last few years."
