In 12/06 I took the Civil Service exam for an urban city in NJ that requires residency. The physical exam is some time in Spring. My concern is, I do have residency in this city for years, however, last month I began renovating my house and being that it is completed gutted out, I am currently, temporarily, staying with family members in an adjacent town until renovations are done, which can take another 3 or so months. Can this situation eliminate me for a "lack of consistant residency"?

Do you own the house? It sounds like you do. Who is doing the work? How often are you there? Do all of your bills still go there? If not better change it back. Do you know the neighbors? Make friends. Be seen.

Yes I own the house. I will have roofers do the roof, plumbers do the mechanical systems (boiler/hot water tank), will have electricians do the circuit breaker. I will be doing most of the rest of the work being that I am very familiar with carpentry. I am there almost daily. I have not and will not change my DL. I am not very friendly with the neighbors due to recent break-ins and tools being stolen, I've seen them with my missing stuff. This is my biggest worry, not being cool with the neighbors and the investigator knocking on their door and them screwing me over.
