    Default Peer Review Starts Today

I'm attending a class at the National Fire Academy in Emmitsburg, MD, and at the morning orientation they mentioned that the peer reviewers are here looking at AFG grants.

Sweet. Beats the June 11 start date that was reported before. Maybe we'll see some 1199A movement before July is over.

What class are you taking? One of these days I'll get there if the boss lets me go.

That's aweful optomistic, isn't it? I really hope you're dead on, perhaps maybe even late by a bit.

NOFA was already published for the 2007 program, so after Peer it's 2-3 weeks of DHS review, a week of OMB (which is what took 8 last year because of.....) and once they are happy with it we're moving onto 1199As.

Even if it's early August it beats September's start for 2006.

    Default I'm confused

Doesn't the computer scoring precede the peer review? Do they already have their list in hand just no DJ yet?

I'm no expert but I think they let a round or two of awards go before the first big let down. It's kind of like taking a girl out to dinner to dump her.

Computer scoring was done as you submittted so all competitive apps have already been scored and are currently in the hands of the reviewers. You won't see awards till probably late July or August at the earliest and usually two or three award rounds prior to first round of DJ's going out.First round of DJs this past year went out on November 16 if I remember right.

    Default Peer review

I think the initial report of peer review was an erroneous posting. There was a group at NFA several weeks ago reviewing EMPG applications, but the peer review for AFG will be done during the weeks of 11 June and 18 June.

There was a group at NFA this week working on the program guidance for Fy2008. The hope is to get it in DHS hands early enough that it won't be delayed again.

But only the shadow knows for sure.
