I wonder if it is because the numbers of apps have fallen off so far from last year. I bet the AFG disqualification put a dent in the number of apps.

Cedap
Honestly, I think CEDAP can jump.
The last awards went primarily to Law Enforcement and agencies of our state government that must have really wiggled to qualify.
Most Fire Service organizations have been removed by the AFG requirement.
The equipment offerings will not benefit our department or any of the departments in our area. It is mostly Law Enforcement stuff.
A nice TIC or accountability system would be nice.
Current items:
AN/PVS-14 Monocular Night Vision Security Kit
ITT Night Vision offers the night vision security kit, which includes an AN/PVS-14 night vision monocular device. This configuration includes head-mounting, a 3X magnification lens and other accessories for surveillance capabilities.
CEDAP Chemical Detection Kit
The CEDAP Chemical Detection Kit includes (1) Ahura First Defender™ and (1) MSA Sirius® Multigas Detector.
Commercial Equipment Direct Assistance Program (CEDAP) PPE Kit
The CEDAP PPE Kit includes a CBRN APR, NFPA 1994 Class 3 (2001 Edition) Ensemble, and a Carry Bag.
CounterMeasures Risk Analysis Software - CEDAP Package
CounterMeasures™ Risk Analysis Software assists organizations and agencies to measure and mitigate risks to critical infrastructure and information systems. The two packages offered are: communities of 50,000 or less, or more than 50,000.

ICRI - Incident Commanders' Radio Interface
The ICRI is a rapidly deployable, simple-to-operate unit, providing radio interoperability for emergency response personnel by interconnecting municipal public safety, state and federal radios, phones and VoIP in moments.
LCD-3 - Lightweight Chemical Agent Detector
The LCD provides individual protection against a wide range of CWAs and TICs. It can be handheld or clipped to the users clothing, belt or harness. Constantly sampling the air, the LCD detects, identifies and warns personnel of CWA or TIC threats.
MobileSynchRMS (Records Management Software and Hardware)
MobileSynchRMS is a full-featured Records Management, Mobile Data, and Data-Sharing Solution for the law enforcement community. It can be used by personnel inside or outside the office, with or without a network connection.
PEAC-WMD Incident Command Kit
PEAC is a HAZMAT and WMD Decision Support Tool that integrates multiple chemical databases with calculators for safe standoff distances for various hazards. The Command Kit offers an integrated solution for maximum coverage between key response personnel.
RAMP System for Biodetection
The RAMP System is a biological field detection system that provides first responders, military personnel, public safety workers, and those responsible for facility security with rapid, on-site, reliable information.
Ruggedized HazMasterG3 Decision Support System
Comprehensive handheld Hazmat, CBRNE/IED threat identification and decision support system. Identifies an extremely broad range of unknown CBRNE/IED threats - critical when planning or responding to terrorism. Ultra-Rugged, handheld device.
StarWitness Video Pro

Less than 1700 have submitted an application to date. We'll be applying basically for the same thing this year: PEAC-WMD Incident Command Kit. This package has been upgraded from last year (7x's last years figure), but the grant was not a high priority. My focus has been on the "Into the Fire" grant program for a thermal imaging camera.
The extension will provide more time to fine tune lasts years grant application for this year.
With the changes made for this year, I figure we will have a better shot at getting funded (maybe).

Wow!! I hadn't been to RKB in a few weeks--the app counter is very cool. What was the app count last year? 5,400 or so is sticking in my mind--is that close?

Extension?
I was a little disappointed to see the extension on the CEDAP. We worked very hard to make sure that our application was completed within the time frame established. It doesn't sit well that those who got their applications in on time are in a sense being penalized because now more people will be given 30 more days to apply, decreasing the chances of receiving an award based upon the competitive nature of the program.
It appears that CEDAP this round is not really "fire service" friendly with a lack of items on the equipment list. Hopefully next time there is more for the fire service.

We applied for the HLS-CAM™ Training, Certification & Vulnerability Assessment Kit this year. We are taking the lead for our county on this.
4 fire departments, an ambulance district, sheriff and local police will all use the kit.
Our understanding was that it includes risk assessment training for 32 people. Our ability to conduct and document risk assessments has been one of our weaknesses when applying for any grants.
I hope I did a good job on the application.
We have tried to encourage our local police and sheriff department to apply for equipment under this program. Neither one seems interested in applying. Maybe with the extension, they will be more interested.

My thoughts are that they removed the fire departments from the pool of applications, and now it doesnt appear that there is much interest in their program. With all the more applications they have, there probably wouldn't be much competition for the awards. Sorry for sounding sour, but we were really looking forward to an opportunity to try for a set of rescue tools. I know we have the AFG to try for those, but with our other priorities, this request is two or three years out if we are to get awarded each year.

Kelly you should keep in mind that a rescue tool is certainly obtainable under a corporate or private foundation grant. Many states through their DOT have grant monies available for highway safety initiatives also. This would not be beyond a request to an Auto Issurance company for consideration.

Looking at the RKB site
and noticed that there has only been 2369 apps submitted so far. I wonder how this compares to last year?

Probably significantly less. There were about 2000 awards for 2006.

CEDAP applications last year
I understand there were about 7000 applications last year. I think people have been discouraged from applying again, either because they already won an award and don't think they will get another, or they did not win an award and got discouraged.

Hey RKB...
RKB, do you have any idea of what the turn around time will be for this years awards? With the number of apps way down it should not take too long to go through them.

CEDAP 2007 Application Period To Close at Midnight on June 29, 2007
June 22, 2007
The deadline for on-line submission of applications for the FY2007 Commercial Equipment Direct Assistance Program (CEDAP) is midnight EDT on June 29, 2007. CEDAP complements the FEMA National Preparedness Directorate’s other major grants programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing equipment, as well as training and technical assistance required to operate that equipment, to public safety agencies in smaller jurisdictions and certain metropolitan areas. For more information, go to the Responder Knowledge Base at www.rkb.mipt.org.
RKB Staff
The numbers are still low, with the gap between submitted and confirmed applications increasing. There are about 300 less confirmed than submitted.

In the past, once the app period closed there was a time for SAA's to Confirm or Non-Confirm. Once that deadline was reached, any apps not yet acted on by SAA's were deemed to be Confirmed. So...the gap isn't really all that important. But it sure feels better to see the status change!!

There is $33.7 million available and roughly 3800 applications for the 2007 CEDAP. We applied last year and were rejected. This year there are 3200 less applications than last year. If every application was granted an equal sum everyone would receive equipment valued at almost $9,000. I know that is not how it works but the statistics associated with this grant look pretty good this year. We applied for the CEDAP Chemical Detection Kit (Ahura First Defender and MSA Sirius Multigas Detector). We are the only HAZMAT response agency serving three counties and we do have any any detection or evalaution equipment. There is a major research institution in our response area. We need help. I am hopeful this year's program will allow us to serve and protect more safely and effectively.

Has anyone heard anything new about the CEDAP grants? Any idea when announcements are going to be made? DJs sent out? Anything?
Thank you.

CEDAP Awards
I just got off the phone with a rep from RKB, and he stated that the awards will start sometime in October of this year. This year they had 3805 and only 3709 have been confirmed. Good luck to all.
