Default Aerial Set-up Restrictions on Non-DOT surfaces

Looking for restrictions and guidelines for setting aerial stabilizer jacks on surfaces other than paved or concrete public roadways. Does your department have guidelines for setting aerial jacks on residential driveways, sidewalks, gravel surfaces, lawns, etc. Our newly delivered ladder has a manufacturer recommended surface bearing capability of 75 psi for the stabilizer jacks.
