Or could it be they are playing dumb so people like you will think they don't know what they are doing. That way, they can do whatever they want because no one knows what they are doing.
But hey, Bush did one good thing. He opened up the borders to Mexican truckers. (sarcasm off)

Yup, we all know the Congress/House of Reps has had nothing to do with anything. They are the most efficient people in government and can't get anything done simply because of the President.
