Currently doing some research into a regional (county-wide) application for turnout/SCBA grant for 2008. I have never ventured into the regional category and having a few questions...

We have 20 vol departments in the county, several will not participate, will this pose problems if the app is towards county-wide interoperability? I know wording is everything, I think I can avoid pointing that out.

I understand if a department has received turnout/SCBA previously, they are unlikely to be awarded a second time (please correct me if I'm wrong), will this affect the regional app if several of the departments have received AFG grants in the past for these items?
